International shooter is definitely the way to go. Ellie Cardwell would be terrific for them. It’s a gamble with international borders closed but one they need to take.
I reckon they need to sign 4 shooters – Cardwell/McPhee/Latu-Meafou/Williams. Then at least if the Cardwell signing falls through they still have 3 shooters who can do the job. Williams was just a training partner this season if I’m correct?? So I imagine she wouldn’t complain being Tier 4/5. Likewise I think Latu-Meafou would be happy with a contract regardless of the tier.
