In this thread by Jenny Sinclair, she goes over all the rule changes that will come into effect on January 1…
World Netball/Rules Advisory Panel are currently outlining new rules. In brief (& there are additional nuances):
– tactical changes (players coming on from bench or switching positions) can be made at an interval, injury stoppage or after a goal is scored. Not a “rolling sub”.— Jenny Sinclair (@summerhill1003) December 11, 2023
Additional safeguards around clarification of centre passes. Players can ask to have it checked, before the centre pass is taken.

Short pass changed. Every pass should be legally able to be contested, and this has become an issue, esp on circle edge. Umpire will use discretion as to whether a legitimate attempt could be made. Will be monitored and reviewed in 12 months, to see if needs further tweaking.

Injury time can be held even without an obvious injury, and in extreme circs a medical person may enter court even during play. Elite matches will have an Independent Concussion Observer who can alert umpires to issues, and remove player for assessment.

4. Player suspended for two minutes
5. Player ordered off and can’t return to game. They can be replaced by a sub after 4 minutes.— Jenny Sinclair (@summerhill1003) December 11, 2023
Unfair play includes: delaying, intentional or repeated infringement, intimidation, ball swiping, stomping, sledging. Penalty is an advanced penalty pass.

Contact rule refreshed. Has player unfairly interfered with opponent? Contact occurs if results in loss of ball, interference with pass or shooting, or change in body position that limits opponent’s ability to move.

Other changes: if a player being lifted to defend shot, both of them must be 0.9m from shooter taken from grounded foot, and must not interfere with play
– players can now enter an offside area to retrieve a ball they will then pass, when taking a sanction.— Jenny Sinclair (@summerhill1003) December 11, 2023
Some wide ranging resources and support will be put in place. There will also be trials eg areas of court umpires control, Comms between bench and umps. Huge thanks to WN and esp RAP members @mphippard10 and Jono Bredin for taking us through key changes.
